Three day long regional judicial conference concludes

A three day Regional Judicial Conference of five North zone States on “Strengthening Justice Delivery System: Tools & Techniques” concluded today with the valedictory address of Justice Madan B. Lokur, Judge, Supreme Court of India. The Conference was organized by the H.P. High Court, National Judicial Academy and H.P. Judicial Academy. The aim of the conference is to deliberate upon and evolve such tools and techniques to enhance the capabilities of judicial officers to reduce the pendency of cases.

Justice Madan B. Lokur stressed on the use of Information technology into the functioning of judiciary. He said that at present the National Judicial data grid is available only on NIC NET. After security audit, the grid will be thrown open to be available freely on internet. This step will empower the litigant to know about his case status without approaching his advocate and later shall also be made available on mobile phones. Also, a kiosk will be put up in every Court building for the litigants to know about the status of their cases. He said that Video Conferencing facility will be provided between jails and Court in atleast one court of each Court Complex in the country, which will be used not only to grant routine remands and recording evidence of the witnesses, without their traveling to the Courts. Justice Dinesh Maheshwari, Judge of the Allahabad High Court, Justice Tarlok Chauhan and Justice Sureshwar Thakur, Judge of the H.P. High Court laid emphasis on the use of information technology in the judicial functioning for reducing pendency.

Justice Kurian Joseph, speaking in the valedictory session said that we are going back strengthened by the deliberations held here and it is now our duty to strengthen the system. He encouraged the judicial officers to take independent decisions permitted by law without letting any kind of pressure getting to them. He reminded the judicial officers of their duty to serve the people by interpreting and applying law as per the peculiarity of the case.

H.P. High Court judges Justice Sanjay Karol, Justice D.C. Chaudhary Justice Tarlok Chauhan, Justice P.S. Rana and Justice Sureshwar Thakur, J&K High Court Judges Justice Dheeraj Singh Thakur, Justice Hasnain Massodi and Justice A.M. Magrey were also present during the valedictory session.

During the last three days, 106 Judicial Officers of Himachal Pradesh, Jammu & Kashmir, Delhi, Uttar Pradesh and Uttrakhand participated in the Conference and deliberated upon the state of judicial delivery system in India and various tools and techniques for reducing pendency. Ten sessions were held on various aspects of Justice Delivery System in India, which were chaired by many sitting and former Judges of the Supreme Court and High Courts. High Court Justice Sanjay Karol, Justice Rajiv Sharma, Justice Dharam Chand Chaudhary, Justice Tarlok Singh Chauhan, Justice P.S. Rana, Justice Sureshwar Thakur, Judge Punjab & Haryana High Court Justice Surya Kant, Judge of Delhi High Court Justice S. Ravindra Bhat, Judge of Allahabad High Court Justice Dinesh Maheshwari, Judge of Uttrakhand High Court Justice Alok Singh, Judges of Jammu & Kashmir High Court Justice Hasnain Massodi, Justice A.M. Magrey, Justice Dheeraj Singh Thakur, former Judges of the Supreme Court of India Justice K.S. Panicker Radhakrishnan, Justice Ashok Bhan and Justice S.J. Mukhopadhyaya held sessions with the partcipants during three days of the regional conference.
