Chief Minister Virbhadra Singh on Saturday said that the government had recently passed HP Sports (Registration, Recognition and Regulation of Associations) Bill, 2015 to regulate the sports associations the objective to democratize their functioning.
Singh said that the Sports Bill aims to make them accountable for performance in games and sports and lashed out at Himachal Pradesh Cricket Association (HPCA) for committing forgery and grabbing government property worth crores in Dharamsala for construction of a five star hotel and a stadium.
The Chief Minister said that HPCA nominated former Chief Minister as its Chief Patron and his son and Member of Parliament, Anurag Thakur as its President besides his friends as its life time members without any voting rights to anyone.
Virbhadra Singh said that HPCA got itself re- registered as Himalayan Players Cricket Association in Kanpur in Uttar Pradesh and flouted all legal norms and later again got itself registered under the company Act somewhere in Chandigarh. The association which was meant for the budding players, to boost sports activities was converted into company for benefit of the few. It was against the law of the land that unless it gets itself registered with Registrar, co-operative society in the State it could not be given recognition, he said.
He said a bill had been introduced in Vidhan Sabha under which all sports bodies would be registered as per norms and the members would be elected in a democratic way. Showing concern to promote cricket and all other games in a big way the Chief Minister questioned the sitting opposition to reveal that as how any players were given chance to play in Ranji Trophy matches since the formation of HPCA. It was a single family affair, a company run by a single family and like-minded coterie said Virbhadra Singh, stressing that till the time, he was the Chief Minister of the State, he won’t allow anyone to encroach upon or confiscate the property of the State in illegal manner, he said.
The HPCA was a body having maximum people from Punjab as its life time members, he said, adding that he was not opposed to as who may be its President or the Chairman or Chief Patron but any sports body or association should be elected in a democratic manner.
Virbhadra Singh said that few leaders in BJP should learn decency from their leader and Union Minister, Shanta Kumar with whom, though we had differences of political ideology but we shared a cordial relation.
The Chief Minister said that no government can work in exile and rather it had to depend upon the people for the feedback, for development and for existence and the commitments we make with our people needed to be fulfilled. “Today Hamirpur was the most developed district of the State having five sub-division and ranks atop in terms of literacy” he said adding that he never differentiate between the regions.
Taking a dig at the opposition he said that it would be difficult to bring overall development in the State during their regime as the BJP believes in dividing the people on the basis of caste and region. He added it were the successive congress Governments since the times of Dr Y.S.Parmar, which had contributed in development of the State. It was congress government which started Bamsan water supply scheme which was one of the biggest water supply scheme in the State. He said that the day was not far enough when Hamirpur would be a model of development.
He assured to fulfil all the demands as raised by Rajinder Rana.
Chief Parliamentary Secretary,Inder Dutt Lakhanpal said that the Chief Minister had always been considerate to the demands of Hamirpur district and had never drawn parallel lines when it comes to development and redressal of the grievances of the people of the State. He said that Virbhadra Singh had vast experience who had worked with almost all the Prime Ministers of the country.
Rajinder Rana welcomed the Chief Minister and thanked him for dedicating development projects worth over rupees 13 crore in Hamirpur today. He said that whenever the Chief Minister visited the district, he announced development projects worth crores. He termed Virbhadra Singh as an apostle of love and peace having due care and respect for the people of the State. He exhorted the people to help and work for the welfare of the weaker sections of the society besides the poor and the needy.
Vice Chairman KCC, Bank and Ex-MLA Kuldeep Singh Pathania while speaking on the occasion attributed the development of the district to the successive congress governments under the leadership of Virbhadra Singh. He also thanked the Chief Minister for a medical college at Hamirpur and placed demands of Lamblu area and demanded PHC for Lamblu.
Chairman APMC, Prem Kaushal also welcomed the Chief Minister on the occasion.
The Contractual Teacher’s Association also welcomed the Chief Minister and thanked him for his decision of regularizing contract teachers after five years instead of six years as was earlier.
