Haryana govt accepts report on backwardness of Scheduled Castes in promotion

Haryana Cabinet which met under the Chairmanship of Chief Minister Manohar Lal here today accepted the report submitted by the Committee constituted to assess or examine the backwardness and inadequacy of representation of Scheduled Castes in promotion in the State Government Services and decided to grant reservation in promotion satisfying itself with qualifying data.

Giving the details of the decision, Finance Minister Capt. Abhimanyu said the Committee headed by Additional Chief Secretary Mr P. Raghavendra Rao submitted its report to the government based on data received from government departments and public sector undertakings. The Committee has analysed data of 3,81,847 employees of all categories in group A, B, C and D in public appointment of the state government.
The Committee concluded that there is inadequate representation of Scheduled Castes in comparison to their proportional representation in the total population of the state, in most of the promotional grade, at almost all levels and in most of the departments and public sector undertakings of the state. As per the data, analyse on account of higher proportion amongst the poor, lower level of literacy, higher drop-out rates, meager share in land holdings etc., the Scheduled Castes continue to be backward in the state as the required standards of promotion are the same for general as well as reserved communities, the administrative efficiency is not expected to be adversely affected by extending reservation in promotion to the Scheduled Castes in public services.
