Himachal assembly’s winter session would be held from December 5 to December 12, a state government official said on Thursday.
“The seven-day winter session of the assembly would be held from Dec 5 in Dharamsala,” the official said
The official said that the sittings of the winter session has been increased as the last session adjourned sine die prematurely owing to stand-off between the treasury and opposition benches.
Earlier, 24-day Monsoon monsoon session that had begun on August 6, was scheduled to continue till August 29 but the house was adjourned sine die with 11 more sittings yet to go.
HP assembly Speaker BBL Butail had announced that the Vidhan Sabha in Dharamsala would be conducted with web-based online e-Vidhan technology, like the assembly in Shimla. All replies to questions, copies of bills and reports would be provided online.
Butail had said that the equipment from Shimla assembly would be transported to Dharamshala and used in the winter session till the time e-Vidhan system was being setup there.
The Rs 8.12 crore Central government-funded e-Vidhan project, the country’s first pilot project that started in the last session, has provisions of e-voting and online communication between government functionaries, besides video conferencing, digital video recording and web streaming.
In a recent letter written to Butail, Union Minister for Information
and Technology Ravi Shankar Prasad said that the Central government would soon convene a national conference of information technology ministers and secretaries of the states to discuss the Himachal model of e-Vidhan Sabha.
