HPPSC mulling to shift HAS (Mains) exam to UPSC pattern

Himachal Pradesh Public Service Commission chairman K S Tomar on Monday said that the commission is mulling to shift Himachal Pradesh Administrative Service combined Competitive (Main) Examination to the new pattern adopted by Union Public Service Commission.
Tomar said that HPPSC would study the pros and cons of shifting HAS pattern of written exams to UPSC system which will avoid the duplicity of efforts of the candidates.
“Since the existing scheme of the Himachal Pradesh Administrative Service combined Competitive (Main) Examination is similar to that of the Civil Services (Main) Examination of the Union Public Service Commission, therefore, it has become imperative for the Commission to consider the change made by the Union Public Service Commission for the conduct of the Civil Services (Main),” Tomar said.
Tomar said that the implementation of UPSC system of written exam pattern would bring rationality and the candidates should be tested for their suitability as a Civil Servant and not as a source of information. Thus, only those subjects need to be tested which will give a fair idea of their Administrative Skills.
“Since all the candidates will write the same papers, theft answers will be evaluated on the same standards. This will bring people from all backgrounds to the same platform. The pattern of testing of candidates in their graduation subjects has no use. Their subject-wise academic knowledge can be easily checked from their degree mark sheets,” Tomar added.
He said that the current system is somewhat complex with varying level of difficulties and evaluations. Some of the subjects become favorites of candidates because of their high success rates. These factors consume a lot of energies of the aspirants which should be done away with.
“At present, candidates work hard for HAS combined written examinations but they hardly get benefit of their laborious work if they want to compete for UPSC examinations,” he added.
